Abstract
This study examines the legal handling of child offenders by the Sukoharjo Regional Police, evaluates the implementation of diversion and restorative justice, and identifies obstacles to effective law enforcement. An empirical legal method with a qualitative approach was employed using interviews, document analysis, and a review of relevant legal materials. The findings indicate that investigations are conducted in accordance with Law Number 11 of 2012 on the Juvenile Criminal Justice System, ensuring the participation of parents, legal counsel, and Community Guidance Officers while prioritizing diversion whenever statutory requirements are satisfied. However, implementation remains constrained by evidentiary difficulties, collective offending, peer and social media influences, inadequate parental supervision, and unsuccessful diversion agreements. Effective juvenile justice therefore requires integrated legal, preventive, and rehabilitative strategies.
